The evening will include discussions with Angelina A. Kwan, Senior Adviser of IMC and renowned crypto expert, and Sandy Peng, Co-Founder of Scroll, who has worked both as a startup founder and blockchain investor. Angelina will share her unique perspectives on the rapidly evolving world of crypto and private credit, while Sandy will provide insights into the development, compliance and application of blockchain and open source technology. The current state of crypto regulation in Hong Kong and Singapore will be covered by Hong Kong and Singaporean crypto lawyers, Julia Charlton of Charltons and Diana The of fsLaw, while David Zou of China’s Grandway Law Offices will share thoughts on crypto and blockchain development.

About the Speakers
Angelina Kwan holds the position of Senior Advisor at IMC Asia Pacific, a leading global market making and proprietary trading firm. With a distinguished career, Angelina has previously held senior management and directorial roles at renowned international digital asset exchanges, HKEX, Cantor Fitzgerald, the SFC, and other global financial services companies.
In addition, she is the Managing Director of Stratford Finance Limited, a consultancy that specialises in addressing regulatory and operational challenges within the financial services and digital assets sectors. She provides expert advice to brokerages, fund managers, and technology providers.
Angelina is currently the Chair of The Women’s Foundation and actively serves on various Hong Kong Government-appointed boards and charitable organisations. Among these commitments are the New Business Committee of the Financial Services Development Council, Hong Kong Securities and Investment Institute, the Ebenezer School for the Blind, and the University of Wollongong. Notably, she is also recognised as an Honorary Adjunct Professor at the Hong Kong Polytechnic University, School of Accounting and Finance.
Angelina is a Certified Public Accountant in the United States, Hong Kong, Australia, and New Zealand. Her extensive experience and influence have established her as a prominent figure in both financial and philanthropic domains.
David Zou is a Partner at the Grandway Law Offices. He holds qualifications from the Chinese Bar, State of New York Bar, and State of California Bar. His rich experience encompasses significant roles at esteemed law firms including Boss & Young, Jingcheng & Tongda Neal, Junhe, and Husch Blackwell.
In his legal practice, David Zou specialises in diverse areas. He is notably skilled in cross-border investment both inbound and outbound, mergers and acquisitions, as well as fund formation, capital-raising, and investment across a range of funds such as venture capital, private equity, and hedge funds. Furthermore, he brings his expertise to the forefront in project financing, international and Chinese capital markets (covering equity, debt, and mixed), compliance, anti-fraud matters, TMT (Technology, Media, and Telecommunications), and renewable energy.
David Zou has been consistently recognised for his outstanding legal acumen. He was ranked as Asia’s Leading Lawyer for General Corporate Practice by Asialaw for multiple years. Moreover, he holds the title of a leading corporate finance lawyer as acknowledged by Chambers and the International Financial Law Review. David Zou’s professional accomplishments and expertise have solidified his reputation as a notable figure in the legal landscape.
Diana The is a distinguished legal practitioner bringing over two decades of combined experience in the realms of law and financial services. Her journey with fsLAW as Legal Director commenced in February 2023.
For a span of 15 years, she held the position of Chief Counsel across Asia-Pacific, Middle East, and Africa, gaining a comprehensive understanding of the legal landscape within these regions. Her primary areas of expertise include Funds, specifically alternative investments encompassing private equity, venture capital, hedge funds, and real estate. In addition, she is well-versed in Financial Services, Family Offices, and Fintech.
Diana’s innovative impact as an in-house counsel led to her recognition in the prestigious Legal 500’s GC Powerlist Southeast Asia 2017. Her achievements were particularly celebrated within the Commercial and Professional Services sector. Impressively, she was acknowledged once again in 2019, within the Financials sector, cementing her status as an innovative and impactful legal figure within South-East Asia.
Sandy Peng serves as the Co-Founder of Scroll. At Scroll, Sandy is actively engaged in pioneering research within the realm of native zkEVM Layer 2 solutions. This open-source project stands at the forefront of advancing zero-knowledge applications for scaling purposes.
Sandy boasts a wealth of expertise acquired through diverse roles. Her journey spans research, business development, and project strategy, contributing to her well-rounded perspective. With a dual role as both a startup founder and a blockchain investor, she has cultivated a unique and insightful understanding of the intricate landscape of blockchain technology and open-source applications.

Julia Charlton is the Managing Partner of Charltons Law, an acclaimed Hong Kong corporate law firm, and the Chair of the Commonwealth Chamber of Commerce HK. Julia’s legal expertise spans several jurisdictions, as she is admitted as a solicitor in Hong Kong, England and Wales, and the BVI. Her professional focus revolves around corporate finance, encompassing areas like mergers and acquisitions, private equity, securities, virtual assets, and funds.
Julia holds a seat on the Global Advisory Council of the Commonwealth Enterprise & Investment Council (CWEIC). Her commitment to shaping Hong Kong’s economic landscape is evidenced by her membership on various prominent boards and committees, such as The Takeovers and Mergers Panel and the Takeovers Appeals Committee of the Hong Kong Securities and Futures Commission, along with the Listing Review Committee of the Hong Kong Stock Exchange. Notably, Julia is also a Senior Fellow of the Hong Kong Securities and Investment Institute.
Kim Larkin has more than 20 years experience in Asian capital markets and focusses principally on market regulation. She has been advising on crypto regulation since 2017, working on token offerings, crypto fund management and distribution, Hong Kong regulation of crypto exchanges and Fintech.
